No, by design. It only deepens context on candidates already visible under their consent settings. Widening reach is exactly what it refuses to do, per DPDP posture.
Because single signals mislead: a resume edit might be a typo fix, a pass purchase might be browsing. Two independent legs (stance plus behavior) is the floor for calling someone 'moving', and the badge still shows its work.
Signals derive only from consented visibility, and the demand side is aggregate counts with viewer subtraction, never naming orgs. The radar's data path was designed with the consent audit, not after it.
